High Knob Destination Center Project

Project activities: Construction of an approximately 4,000 square foot destination center located on about 9 acres of forested land. This notice shall satisfy procedural requirements for activities to be undertaken by The Department of Housing and Community Development.

Finding of No Significant Impact

The Department of Housing and Community Development (DHCD) has determined that the project will have no significant impact on the human environment.  Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required.  Additional project information is contained in the Environmental Review Record (ERR) on file at 1 Heartwood Circle, Abingdon, Virginia 24210, and may be examined or copied weekdays 9 A.M to 5 P.M.


Any individual, group, or agency may submit written comments on the ERR to the DHCD’s Richmond office responsible for receiving and responding to comments.  All comments received by April 12, 2019 will be considered by DHCD, who will not release any ARC funds or take any administrative action on the within project prior to said date. Comments should specify which aspect of the environmental review they are addressing.


The Department of Housing and Community Development certifies to State of Virginia that name of Erik Johnston in his capacity as Director consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied.  The State of Virginia’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Norton to use Appalachian Region Commission (ARC) Program funds
