Responsibilities
The City Council is the legislative and policy-making body in municipal government. Duties include:

Addressing the locality’s long-term future through considerations such as land use, capital improvement plans, and strategic planning Appointing and evaluating the city manager Appointing members of various boards, committees, and commissions

Approving the budget and setting the tax rates Electing a mayor Filling vacancies on the City Council Focusing on major community goals and projects

General law states that all powers granted to localities shall be vested in their respective governing bodies (Virginia Code, Section 15.2-1406). Council members do not have formal or legal powers as individuals, but only as members of the council as a whole.
