Responsibilities
The City Council is the legislative and policy-making body in municipal government. Duties include:
- Addressing the locality’s long-term future through considerations such as land use, capital improvement plans, and strategic planning
- Appointing and evaluating the city manager
- Appointing members of various boards, committees, and commissions

- Approving the budget and setting the tax rates
- Electing a mayor
- Filling vacancies on the City Council
- Focusing on major community goals and projects

General law states that all powers granted to localities shall be vested in their respective governing bodies (Virginia Code, Section 15.2-1406). Council members do not have formal or legal powers as individuals, but only as members of the council as a whole.
